Texas A&M is the butt of many "Aggie" jokes in Texas. This is the university Bob Gates has been President of, until he decided to return to Washington, D.C. This is, I am told by reliable sources, not the official TAMU bookstore, but the "off-campus" competitor store.
What you are looking at is how it protected its windows from the impending storm of Hurrican Rita in 2005. One can only wonder if those Aggie jokes contain a grain of truth, and if, on evidence of this picture, the condition is contagious, infecting at least those who live too long in College Station.
Maybe at the Senate Confirmation hearings someone will want to ask....
