Arguably they articulate the position of one of the four classical schools of Chinese philosophy, Legalism, articulated by Han Fei Tzu. I wrote a paper about it in college. (The rulers of the Chin dynasty, who followed the Legalists, ordered all other writing of the other schools destroyed. Happily they didn't quite succeed with Confucius, Lao Tzu, Mo Tzu, et al.)
