According to AP, car manufacturers would need months to retool; even if they want to produce ventilators.

Again and again Trump thinks saying it is so is all that’s required. Maybe it’s a god complex, but saying it doesn’t create it. Most likely he doesn’t care. It sounds good on TV, that’s all that matters.
