The governor cannot order businesses to reopen, or people to put their lives and health at risk. If the governor "orders" schools to reopen (which he has no power to do), the parents who decide to homeschool (allowed under Texas law) rather than risk their children's lives and health could endanger school funding, which is based on attendance. So there is no magic wand that fixes this.
The governor can't fix stupid, either.

I just find this kinda funny. Under Texas law any couple that represents themselves as married (careful, it's easier than you think) is married. Call it "common law" all you want, it's as valid as that marriage license you have in storage somewhere and nobody ever asks you to present as proof. We didn't even present 'em as evidence in divorce proceedings. Anyway.....
