Is it in the law that you require an ID to rent a car? Or is it a decision by a private company?

I am no longer required to be a member of the well-regulated militia (either organized or un-organized classes) by virtue of age. Haven't been for several years, and I'm quite glad (although my status as a birthright Quaker gave me other dispensations).
