Following up on the link, apparently this guy didn't look closely at the first page which notes it's a paper in progress and requests that no one cite it. I assume it's a pre-publication place where they put such "works-in-progress" so as to try to solve part of the methodological crisis in psychology and other alleged sciences. If they don't want people to cite such pre-published things they shouldn't make them viewable to the public because anyone who has any experience online is that most people are bad at following such requests. So much for their understanding of human minds.
