Yeah, he can’t do that, either. Attorneys may work for the federal government, but they are licensed to practice law by states, just as doctors are (for one). Licensure is a “police power” explicitly reserved to the states (if I recall my ConLaw classes correctly). This is as pointless as an EO taking over federal elections. Except the power to license professions doesn’t even lie with Congress.
