Yeah, he can’t do that, either. Attorneys may work for the federal government, but they are licensed to practice law by states, just as doctors are (for one). Licensure is a “police power” explicitly reserved to the states (if I recall my ConLaw classes correctly). This is as pointless as an EO taking over federal elections. Except the power to license professions doesn’t even lie with Congress. Not even the Commerce Clause reaches it.
