That includes, for example, alien enemies of the United States, members of foreign terrorist organizations and large categories of people who lobby and act on behalf of foreign governments

"Commander-in-chief" doesn’t reach as far as you think it does. And the Supremes did not give Trump authority to augment the law with new definitions. Alien enemies have always been exempt from birthright citizenship. People who lobby and act on behalf of foreign governments can be U.S. citizens, and so can their children. Congress gets to make those distinctions. Trump doesn’t.

Trump is certainly out of ideas. Less than 100 days until the midterms (far less, if you calculate early voting), and while Trump is anxious (arguably):
