The More Things (Don't) Change

Yeah, I remember this from the '60's, too.  Not aerial surveillance; but surveillance, nonetheless. A government so suspicious of its people is a failed government. Except last time it was Hoover and the FBI.
Just how far does the jurisdiction of Customs and Border Patrol extend? And did they think these people were all immigrants?
