To whom does Congress go to pursue contempt charges? The DOJ? They aren't Trump's private lawfirm anymore. Would they take it up, knowing it was not a good faith examination of the ruling law on this issue? Because there are some things Congress cannot get its hands on, and my educated guess is that Wray is on solid ground to offer it in a SCIF (or something?) at FBI headquarters, but not to turn it over to Congressional staff to show to all and sundry. The flip side of this is a Congress that decides to go after any FD-1023 in the FBI's possession. It's not a matter of what they do with that information against Biden alone. It's a matter of what they do with that information against anybody literally on the planet.
It's my understanding FD-1023's have all the veracity and reliability of most of what was in the Steele dossier, which was raw intelligence (and quite a bit of disinformation, which is partly what "raw" means when it precedes "intelligence") and so not reliable on its face. Congress wants a bloody rag to wave.
Quite literally, if they can do it to Biden, they can do it to you. I know Trump used that line, but he was full of shit, and the proper subject of criminal investigation. FD-1023 isn't (again, AFAIK) that far along. Which is a good reason why they are not made public.
