A trade agreement with a foreign country is not enforceable until enabling legislation (like the NAFTA Implementation Act) is signed into law.Over and over, the mainstream press reports that Trump has secured a “trade deal” with a foreign country and every single time he’s just making it up.

None of Trump’s “trade deals” mean shit. Made up, or actually the result of negotiations, the result is the same: bupkis. He never presents one to Congress, or expects enabling legislation to pass. Journalists, especially, should know this. This isn’t news.
I sometimes think that if the collective brain power of U.S. journalists were matches, they still couldn’t strike a spark.
I'm just waiting for it to hit the fan big time. Because it won't change until that happens.
