Houston started these. My personal experience with them was: they were useless. Without personnel to actually review what the cameras saw, or hardware to store it (never did understand which it was), they were expensive intersection decorations that did not work. Besides, you can't charge the car for a traffic violation, you have to charge the driver (again, personal experience). And are those cameras that good? No. (Neither is the system. A local toll road authority sent me a fine for running through a toll booth without paying. They had a picture! Except it wasn't my car.
