I've been listening to NPR since 11:30 this morning (CST), and haven't heard a word about this signing, or the "full hour of riffing" Trump engaged in as counter-programming.
Admittedly, NPR should cover this (and maybe it will show up on All Things Considered, which is in many ways a shadow of its original self. I'm older than some of the reporters on that show, I remember its beginnings), but POTUS is not exactly distracting everyone.
