Vox says the photographer is not an official White House photographer, or even a member of the White House Photographers News Association. He's in fact, a mysterious figure who seems to have some access to the White House, but no one is sure why.
At any rate, it's doubtful the photo is retouched in anyway. The photographer posts to Twitter about 15 times a day, and seems to be a MAGA fan; and besides, it's pretty obvious Trump is using tanning products (that tan is unnatural without the funky tan line).
