Why did Susan Rice need to send herself an email telling herself that Obama said the Flynn issue was being handled "by the book" three different times?

Is that something someone doing everything "by the book" would really need to do?

When Trump took office, someone was assigned to tape back together the papers he shredded by hand. Trump learned never to leave a paper trail, but government is all about records. So the new line of attack is that Susan Rice shouldn’t have kept records?
