Null Set

EO’s are directives to federal agencies which answer to the administration. They are not laws and do not have the force of law. Even without the ACA Trump cannot order insurance companies to cover pre-existing conditions.

This, BTW, is Trump’s idea of an “October surprise.” Yes, it’s August; but even Trump knows voting starts MUCH earlier than November; even if political journalists still haven’t caught up.
Of course, this is all he did.
Nothing signed, IOW. Not that an EO suspending the payroll tax would work anyway.
The surprise will be in Trump when he finds out it didn’t work either.
Political genius, I tell ya.

ADDING: Local news interviewing people who need the UI extension, who are going to be unpleasantly surprised to find out Trump can’t do that. He not only can’t do it, he doesn’t have the wherewithal to administer such a plan. At best he can send out stimulus checks that won’t arrive for weeks , and won’t last a week, either. He doesn’t have access to the billions it would take to make UI payments.
