Barr learned the buzz phrases of Franco fascism, apparently, still fighting the fight against the French revolution which no one had to fight because it was such an immediate, self-devouring flop. Only it's just a slogan, I doubt, if pressed, Barr could really give a coherent statement of Rousseau's natterings, it's just a buzz word he picked up from, no doubt, some ancient batty Catholic integralist nutcase with money. Maybe he picked it up recently at that locus of such lunacy, Tim Busch's Napa Institute.
