It is that Trump is incapable of getting it. And you don't need a source on the Task Force to know that. You can watch any of his press briefings on the topic. Or just watch the Jonathan Swan interview again (about which Trump has been notably silent. And why is that?). I mean, if he was capable of understanding, would he keep spewing nonsense like this?

The man's not capable of forming a rational thought. "Doesn't get it" implies some ability if the will was simply exercised. It's not that Trump is intellectually lazy; it's that Trump is constitutionally incapable.
