I attribute that to the coronavirus ravaging the Valley (where most of these cities are; El Paso is suffering on its own, in the Trans-Pecos region on the other side of the state). In a crisis, people tend to choose stability over change. Still, this should worry Democrats deeply who think demographics makes voters, rather than candidates. Had Biden shown enough interest in those cities to campaign there, rather than take them for granted....
