Citing actual text of the Ending Importation of Russian Oil Act, signed into law on April 8, 2022 (Public Law 117-109): Section 3 requires the president to certify to Congress that: Russia has reached an agreement to withdraw its forces and end hostilities, accepted by Ukraine's independent government. Russia poses no immediate military threat of aggression to any NATO member. Russia recognizes Ukrainians' right to freely choose their own government. Two important details: The law requires an agreement to withdraw, not necessarily a completed withdrawal. It also requires a 90-day waiting period after certification, during which Congress can block the termination of the ban.
