TPM:
“If the President is being falsely accused — and the evidence now suggests that the accusations against him were false — and he knew they were false, and he felt that this investigation was unfair, propelled by his political opponents, and was hampering his ability to govern, that is not a corrupt motive for replacing an independent counsel,” Barr testified.
In other words, when the President determines the allegations against him are false, it is not illegal for him to dismiss any attempts to investigate those allegations. And how do we know the allegations are false? The President says so. And who are the allegations against? The President. And why can't they be investigated? Because the President said so. And how do we know they are false?
It's a legal Moebius strip.
