And yet the nonsense "Cuomo may run" headlines will persist... https://t.co/G5M4WPKJQH— Maggie Haberman (@maggieNYT) April 14, 2020
When Chris Christie was a shoo-in if he ran for POTUS. Back then I still had cable TV and Chris Matthews was still on MSNBC; I remember him breathless touting Christie as the candidate to beat, before Christie even tried to be a candidate. All on the strength of his response to Hurricane Sandy, and his embrace (literally) of President Obama.
This talk of Cuomo is especially funny in light of the recent stories about how differently the situations in California and Oregon would have been covered had those states been on the East Coast. I can guarantee you there are few people outside the Bos-Wash who know who the hell Andrew Cuomo is, and even fewer who see him as a Presidential contender. There's nothing like catastrophe to make a public official seem like a "leader" (and Gov. Cuomo is doing a fine job in New York), but I think the Democratic primary voters (at least) have learned after Trump that going for the flashy "outsider" is not the way to run a government, nor the best choice for the highest office in the land.
I was going to say "most powerful position of authority on the planet," but honestly, Trump has squandered that. He's wrecked the U.S. reputation abroad, probably to a point beyond recovery for a generation or more, and he's wrecking the power and authority of the Presidency domestically. If there's a logical reason for the triumph of Joe Biden and the lack of disarray of the Democratic party:

It's the last four years. Joe Biden is not a perfect candidate; but he knows how government works, and how to use it the way it is meant to be used. That's of overriding importance right now.
