If you just want to read the liner notes (without having to locate the album), you can find them on Bob Dylan's website on the album's page: https://www.bobdylan.com/albums/blood-tracks/ You will probably have to hit "Show All" near the bottom of the page to read them. That's easier for me than digging through my CD's which are at home anyway while I'm at work. (Unfortunately, I don't think I ever purchased the LP of Blood on the Tracks.)
