MNUCHIN says he and Meadows, based on today’s meeting, will officially recommend the President pull the trigger on EOs related to unemployment insurance, evictions and student loans— Phil Mattingly (@Phil_Mattingly) August 7, 2020
Except he can't. Even his EO on TikTok is a joke. He's not going to be able to block it on the Web, and he can't remove it from every device in America by imperial fiat. As I said: he's not Amazon, he didn't sell us the app, he can't remove it again at a whim. (If you're wondering, Amazon sold an e-book, then decided it didn't have the rights, and pulled it off every Kindle it was sold to. Big Brother IS watching you!).
I repeat: Trump is not Amazon. He just wishes he was Jeff Bezos.
He cannot, by EO, tell every landlord in America to suspend evictions. I'm not so sure Congress could, either, but nobody wanted to challenge it (why bother? It would be lifted before you ever got to trial, much less to appeal.). The CARES Act at least had the force of law. An EO is just a President imagining he is a King. He can't fund unemployment insurance, and he can't do anything about student loans, either.
Oh, and he also wants to suspend payroll taxes. Can't do that. That's for Congress to decide. See, e.g., Art. I. Not that this attemp will do anything but sugar his sugar daddies. They want that Social Security cut! Which is why he's off on fund raisers this weekend.
