The proclamation isn’t “all that matters.” He has to actually invoke the act, too. All that this proves is that nothing (including Twitter) was preventing him from taking both steps at the exact same time if he actually wanted to—so your original “prerequisite” clIm doesn’t fly.

We’ll never know. My point is that it’s just not accurate that he had to order dispersal first, which means there’s no basis for claiming Twitter was trying to prevent him from taking either/both steps.
