This very simply means we don't know anything

It's way worse than that. Many people are getting tested multiple times (we know several people who have multiple tests, many positives are confirmed with a second test.) So 7 million tests is no way near 7 million people.
So 7 million tests have been analyzed.  That doesn't mean 7 million discrete people have been tested. It could mean 3.5 million have been tested.  It could mean more than that, but less than 7 million.  It could mean half of that half.  It could mean anything.

We don't know, and we probably have no way of knowing.  7 million is just a number, just an empty set of figures; just a great deal of zeroes.  It's meaningless.  Rather like the leadership in Washington.
