Federal funds do not pay for the operation of schools. In Texas, schools are supported by local property taxes. Those taxes are paid by even illegal immigrants who rent apartments and send their children to Texas public schools (because of Plyler v. Doe, largely). Immigrants also pay social security and withholding taxes, because if the employers don't pay that to the IRS, the IRS comes after the employers. Needless to say, "illegal immigrants" don't file tax returns to get their refund, and cannot claim Social Security benefits.
