As I recall....

W. suspended domestic flights immediately after 9/11.  Probably international as well, my memory is fuzzy on that.  There was a story on NPR recently about a couple who made life long friends in Newfoundland (or was it Nova Scotia?) following the grounding of all flights, so it must have included international flights, too, think to come of it.

Trump already has vast and fully precedented powers.  Like FDR, he could order internment camps again (thought I don't think the courts would uphold them as readily).  Like W., he could ground all air flights.  But does he want to?

Economist Kevin Hassett, who served as the chairman President Donald Trump’s Council of Economic Advisers, shocked CNN’s Poppy Harlow on Monday by issuing dire predictions about the state of the American economy.

During an interview on CNN, Hassett warned that there was a 95 percent chance of the American economy contracting this quarter and said there was a chance that the United States could lose up to 1 million jobs next month alone.

Just to underline that:

Meanwhile, the POTUS puts on a happy face:
Just a wild guess, but I'd say the answer is:  "No." Mostly because he doesn't want the responsibility:

Or taking the trouble to sort out even the major details, much less the minor ones (recalling how carefully they worked out the plan to ban all flights from Europe, and the consequences of that announcement).
