If this is true, what’s stopping him? (I think it’s the same thing stopping him from running for a third term: he doesn’t want to. Trump doesn’t want to be a lame duck, but he is. And he doesn’t want to go to war; he just wants to scare Maduro out of office, to show he can, too, influence foreign leaders! The odds are zip and none he will ever face the ICC, because he never leaves the country except in AF1, and because the U.S. is not a signatory to the ICC treaty.
