I wish I could say this was unusual; but I'm not at all surprised. And Trump wants to quit paying for the insufficient number of tests we're able to perform. As I said, 25 million (his talking point) is less than 8% of the U.S. population. Our President is so innumerate he thinks that number is "yuge!" The population of Texas is just shy of 29 million. So Trump could have tested all of Texas and excluded Houston, and gotten to 25 million.
