And that's also why Trump said it was because Germany wasn't paying enough for NATO, and says the U.S. is getting a raw deal having troops stationed in Germany. When it's not a business deal, it's a governmental arrangement aimed largely at curtailing Russia from trying to reach past Crimea or back into Ukraine.
But, you know, nothing to see here, and we consulted with ourselves ("we" being Pompeo and Trump, who else would it be?) so this is fine.
