a) he'll have to spend his own money, and the outcome won't affect his money

b) he'll have to have a case.  Tweets like this are not grounds for any cause of action.  Evidence is.  He won't have any evidence.

c) after Bush v. Gore, the Supremes won't touch a Trump court challenge with a club.  And the courts won't be interested unless there's something like Florida's hanging chads again.  That's the only reason they got involved that time.  Without something as concrete and visceral as that, fuggedaboutit.  "Millions of illegal votes!"  Yeah, that and three dollars will get you coffee at Starbucks, and no further.
