Literally the first words in the clip I posted are “the investigators interviewed him this morning.” The key point is that the cop’s words were his own—he wasn’t quoting anyone— & the explanation he offered parroted the shooter’s motive. Nobody said the officer was quoting the suspect. He was paraphrasing the suspect.

Anybody who would ask that question would probably say he’d just had a bad day. And I think people do kill people because they had a bad day. It’s not an excuse, it’s a reason. It’s also not a “motive” (that’s a murder mystery term, not a criminal law one); although it does help the prosecution prove mens rea.
