The $4 billion dollars he mentions is not being spent on schools, mental health, or even foster care for a completely broken and criminally abusive system.Texas Lt. Gov. Dan Patrick repeatedly says the state's declaration of an "invasion" of migrants means they can "put hands on people and send them back."

He then says "we're being attacked just like we were on Pearl Harbor." pic.twitter.com/kmcPakR43Z
And "invasion" is not a magic word that allows Texas to trump federal immigration law, or suspend due process and habeas corpus (which applies to persons, not citizens: read the 14th amendment, Dan, you asshole). Abbott tried arresting migrants for "trespassing" once they were released by Border Patrol. It clogged the courts and resulted in almost zero convictions. He certainly knew better than to try to deport them. That's federal law, Texas has no such authority.
Abbott was going to send them to DC on busses, until it turned out most of the people on the bus appreciated the free ride closer to their final destination.
Patrick is just blowing smoke. He doesn't have the authority to tell DPS to pick somebody up for littering, much less for being allowed into the country pending an immigration hearing.
And remind me: was it Hawaii that responded to the attack on Pearl Harbor?
