When the Constitution was ratified, Mexico was a Spanish vice regency. Mexico wasn’t independent of Spain until 1831. Texas gained its independence from Mexico in 1836, and became a state in 1845. Which is also when the Rio Grande became a part of the U.S. border.Constitutional Law Exam Question:
