Of course, "right to assemble" can be impacted if you are disruptive, don't have a parade permit, etc. Same "constituitonal grounds" on which Trump cleared Lafayette Park so he could hold up a Bible in front of a church. Abbott is a lawyer, he knows better. He's just babbling.
