A)  Mail-in ballots are the way people vote absentee, even in the GOP!
B) I don't know how other states do it, but the second most populous state in the Union leaves the mailing and receiving of ballots to the County Clerk, a Constitutional office elected by the people; through in-person voting, absentee voting, and mail-in ballots.  Corruption!!!!!
