So this showed up on Twitter today, which apparently is now like the classified ads of newspapers: it constitutes "public notice" of the information therein, whether you follow Judge Hidalgo's Twitter feed, or not (and to explain, "Judge Hidalgo" is not a jurist, she's the top executive of Harris County government. Harris County is basically Houston.)
Like announcements from Gov. Abbott or the Texas Education Agency (TEA), this was released publicly (this time via Twitter), and the school districts were expected to "know about it." There are 22 school districts in Harris County. Odds are the parents of students in those districts have seen this before District Officials have. They will certainly have questions most districts aren't ready to answer yet.
I think this is meant to be the "note from the doctor" that TEA wanted for schools to not open their classrooms in August. Still, if could have been sent to the school districts before it was just left on Twitter.
The chaos is systematic.
