As to the "outside" tweet, Trump can't, of course, "hereby order," in a tweet or otherwise. He has neither the statutory nor Constitutional power (ask Truman about this) to do so. As for the tweet within the tweet, it's cold comfort that any of the President's advisors are recommending anything contained in the tweets this morning. If that's a factor, the rot is worse than anyone imagined.
