And if "no one has any idea how bad the situation" is, doesn't that pretty clearly include him?  Especially since part of the solution is obvious:  help the countries these people are fleeing, so they won't make such a dangerous journey.

To do what?  String up more unnecessary barbed wire?  They have no authority to conduct law enforcement or aid the Border Patrol beyond:  "Look! Over there!  Immigrants!"  The NYT reporting is that most people are presenting themselves at ports of entry so they can claim asylum status, rather than sneaking in under cover of darkness or in the depths of the desert to try to get a job where few questions are asked.  Posting more troops on the border is just a photo op, nothing more.
