That agreement prevented the RNC from carrying out what the party saw as ballot security measures and what critics deemed voter suppression.That came after the year of Jubilee when Shelby County v Holder declared we no longer needed to enforce the VRA (or the 15th Amendment) anymore.
Everything new is indeed old again. And time does wound all heals.
