This raises the very sensible question of what streets Trump is seeing, and what “behind the scenes” information does he have to justify these statements? Aside from the objective fact that he’s delusional. Speaking of which:

It’s really not conditioned on US Presidential terms. Carter won his in 2002, for two decades of work with the Carter Center, trying to resolve conflicts around the world. He left office in 1982.
