"Evolved" here means "Yeah, I better tell the story that won't get me investigated!"
I've always thought Rick Perry was as crooked as a dog's hind leg. He's a very wealthy man, but he's never had a job in his adult life what wasn't in government service, mostly in the government of Texas (which doesn't pay that well). So I wouldn't cry to see his ass caught in the Ukraine scandal; but it's clear everybody is heading for the exits at this point, because nobody wants to be the guy who went to jail while Pence pardons Trump, or worse, he survives in power until January 2021.
