The strategy is:  you can't impeach a President for not doing anything wrong.  And Trump is convinced he is incapable of doing anything wrong:

“I think apologizing’s a great thing, but you have to be wrong,” Trump replied. “I will absolutely apologize, sometime in the hopefully distant future, if I’m ever wrong.”
