But, he says, "I won't have to." He always insists he could do what he absolutely can't do, but he won't do it just now. He knows he'd be ignored if he tried to exercise it. His executive order signed after the last time he said this only directed the CDC to draw up some guidelines. His insistence on absoulte authority then roared forth with all the power of a pop-gun.

Why can't he "absolutely" tell the governor what to do? He can make him open churches by fiat? What's keeping him from declaring the RNC an essential business which must take place in North Carolina?
Maybe he can get the CDC to write some guidelines.
