Noem said she made the decision after changing her mind about the benefits of nonprofits over the years.
"I was one of those Americans that years ago, when somebody said NGO to me, I thought, oh, that's amazing," she explained. "That's a nonprofit that's out there telling somebody about Jesus, or spreading faith and salvation, or doing good work and charitable work, helping people that are less fortunate."

And yes, I blame the Supreme Court for this shit. Starting pretty much with Hobby Lobby.
And I think this is still an Impoundment Control Act problem, because while Congress can establish guidelines for agencies (and I don’t know how much discretion they gave Homeland Security here) to follow in disbursing funds, there is still the First Amendment. (Well, yeah, until the Supremes guts it completely. Which kind of makes my earlier statements about the Court no longer operative so…fuck it, I’m tired of predicting the future. Except, in my defense, “Congress shall make no law respecting an establishment of religion” is a bit more ambiguous than:
