"Substantial" is carrying a lot of baggage in that quote. Barr knows DOJ lawyers won’t go to court on the tissue of lies Trump’s lawyers have presented to judges and the American public. This is a very bad act on his part, more of the damage Trump will do to the government in his ignorance before he leaves. He is a toddler with a shotgun, and he will be until January 20th. But it’s also an empty gesture. I think Keith Olbermann is right that a good part of this is Trump setting up one more con to con the suckers who send him money to send him more money, half of which the disclaimer on the request for donations says will go to defray campaign costs. I'm sure the Trump-Kushner family expects to pocket a large amount of that other half.
