Bait And Switch

 Explaining his tabling of the proposal, Scott lashed out in his Examiner op-ed, writing, "That plank of my Rescue America plan was obviously not intended to include entitlement programs such as Medicare and Social Security — programs that hard-working people have paid into their entire lives — or the funds dedicated to our national security."

Social Security and Medicare are actually "dedicated funds."  Both are supported by separate income taxes, apart from the general income tax which is paid based on income.  SS and Medicaid taxes are paid in spite of the amount of earnings (SS is paid on percentage; I think Medicare is a flat rate).  You can claim an exemption from withholding income taxes, but not from SS and Medicare.  And by law Social Security (I'm not as sure about Medicare) funds are exempted from consideration as part of the national debt.

"[F]unds dedicated to our national security" come from income taxes and other federal taxes, but not from any one dedicated tax.  And they do count against the national debt.

Rick Scott not only resembles Voldemort; he's a snake oil salesman.
