Potus appeared to climb the two flights of stairs up to the balcony at the White House easily. He got to the balcony, turned to pose for footage, and after a moment removed his mask and tucked it away. Stood as WH photographers took photos for a few mins. Then went inside.

That and he's not "better." He's drugged up, which should be a national security concern. He's doped to the gills, and this disease is known to run a course from severe to slight and back again.
