Abbott’s approval numbers are underwater.
Abbott would have to call a special session to even begin the process of starting a state-funded border wall before 2023. He has absolutely no authority to do it on his own.
Abbott is going full Trump in order to get that third term. Trump’s approval rating in Texas is also underwater. And Abbott is already making noises about adding more electric grid reforms to a special session, which means some session is going to have more bills to pass than it has time to consider, giving Dems even more chances to block bills and screw with the calendar (each session can only be 30 days long, again per the state Constitution. Abbott can't alter that.) He really is a strategic genius.
Abbott is apparently in a blind panic. A border wall is going to help; help Democrats win votes on the border, that is.
